In that scenario our licenses for Workstation were removed from the Customer Connect Portal and moved to the Cloud Services portal. We used to have Horizon Enterprise on-premises and upgraded to Universal. At our company we currently use Horizon Universal which is a similar license. As far as I can tell Horizon Enterprise Plus is a SaaS license.
